Told to pay 41.02 or my account would be suspended

I actually owed 2.82 So I called Go Via and they advised me to forget the $40 and just pay the 2.82 which I paid $3. Now received an email stating that my account has been suspended!
If there was a manual top up fee you would expect this to be added to the charge. So Its still in arrears even though I paid the balance owing. Also why would one give money to them for travel that you may or may not use. Does Jetstar charge you double in case in future you may need to travel ? If this normal practice?
1. The Go via agent should have told me the total amount to pay.
2. Now asking them to reverse the charge and close the account. I'd rather take the free roads than deal with these terrible business practices.
