Over the stupidity of this company

I have a video matching account set up with Govia as a convenience thing so I don't need to remember to top up my tag. This is automatically linked to my credit card so they can debit the tolls when I use them which isn't that often. I am finding that more often than not, instead of debiting my card, they are sending me bills for unpaid tolls including the stupid $23+ administration fee on top. Seriously, how can you justify $23 for someone to print an invoice and post it? Worst part is they seem to wait until there is a few built up and send them all at once, thus morning I received 6 in a single envelope with the $23 on top of each one. Pathetic
