Charged randomly, didnt use toll

Today revived a toll invoice demand notice for $14.51 and know i have been paying my tolls.
Checked my location history which my phone tracks my every location, I didnt go no where near a toll on the date we got charged for.
Not Sure what to do?
Would be nice if govia operating hours was operational 24/7, you would think so for the amount they charge in admin fees!!
